Scatter Plot and Disaggregated Data
Scatter plots are prepared which contrast an organization's top strengths
with its top improvement priorities. OHDDC typically prepares seven
to ten scatter plots as a part of the report. Each of the 32 symbols
below represents an administrative unit within the organization. The
"X" represents the organization's composite profile on these
two key dimensions. These disaggregated data assist the leadership team
in identifying patterns that need to be reinforced and/or modified.
The administrative units represented by symbols between the two diagonal
lines have relatively good balance between the two dimensions.
The scatter plot is based on data from a real organization, but the
two sample profiles shown earlier (Organizations "A" and "B") have been
incorporated into the data set for this graph. Since Organization "A"
is below the diagonal line, the leader needs to make behavioral or structural
changes in order to improve the balance between Power Equalization and
Problem Solving Adequacy. Organization "B" and seven other units are
above the diagonal line; thus, these leaders need to accept more responsibility
for the decision-making process and the quality of decisions. When power
is shared appropriately, it should improve the quality of decisions.
When too much power is shared, it has the potential to decrease the
quality of decisions for the unit. The units in the upper right hand
corner demonstrate that leaders can improve the quality of decisions
by empowering individuals and teams appropriately.
