This leader is committed to empowerment but he/she is viewed as sharing too much power (high OPE) and granting too much freedom (high AUT) without sufficient direction. The result is low Goal Focus (GF). The leader believes he/she has empowered the team, but the team feels that they have been abandoned and have banded together to provide support for each other (high Cohesiveness-COH). Since Goal Focus is relatively low and Power Equalization, Autonomy, and Innovativeness are relatively high, this organization is at risk because decisions are being made with little regard for organizational goals.
